Steam was ordered to pay $147,000 euros to the French authorities and Ubisoft is hit with a $180,000 fine, after both publishers failed to implement a satisfactory refund policies on their digital distribution platform. According to French website NoFrag, article L221-18 of the French Consumer Code states that consumers must have 14 days to exercise the right of withdrawal.

Steam does allow its users to return their digital games within 14 days. However, the refund is only applicable if the game is not played for more than two hours, which probably causing problems for Valve in France. Ubisoft, on the other hand, does not have any refund policy in place for their digital games at all.
